EU-funded training on REACH to support EU-China chemicals trade

Officials from MOFCOM and the European Commission together with high-level European experts will be involved in the REACH training workshops in Nanjing on 15-18 April 2008 funded by The European Union's Asia-Invest Programme. 370 participants from Chinese industry and laboratories will receive practical training on the compliance requirements of the European Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). The expert panel includes experts from the European Chemicals Bureau as well as experts from world leading laboratory SGS, the Chinese Academy of Inspection and Quarantine (CAIQ) and the CCCMC.
 
REACH was implemented in the European Union on 1 June 2007 and is arguably the most ambitious piece of chemical legislation in the world. Chemical substances that are already now produced in or exported to the EU must be pre-registered with the European Chemicals Agency between 1 June and 1 December 2008.  Chemicals that are not pre-registered by this date can only have access to the European market after they are fully registered. “All stakeholders involved with chemicals related trade to the European Union should be aware of the REACH regulation. The REACH Capacity Building workshops are designed to facilitate compliance with the REACH regulation and facilitate an industry-driven response to the regulation” stated Magnus Gislev, First Secretary of the Environment, EU delegation to China.
 
The regulation also affects downstream users of chemicals and articles containing chemicals. "Our estimation is that 5 million kinds of products, almost everything, will be impacted” said Zhou Chun, director of petroleum and chemicals department with China Chamber of Commerce of Metals, Minerals, and Chemicals Importers and Exporters (CCCMC): “There is a great need for training on REACH in China and the workshops will raise industry awareness and build knowledge about the REACH regulation”
 
The chemical sector in China has experienced tremendous growth in the last ten years, and the European Union is China’s largest buyer of chemicals. In order to assist Chinese industry in complying with REACH, the European Commission has funded the organisation of capacity building workshops, reflecting the importance of EU-China chemicals trade. The workshops are free to attend for all 370 participants.
 
The implementing consortium will hold a press conference on 15 April at 10:35 at Nanjing Guo Xin Hotel, No 88 Changjiang road, Nanjing.
