The right balance needs to be found between the promotion of new tools and the promotion of innovative government, one that the citizens can identify with. Our priority is to promote strong efficient local government and transparent local governance that are answering the real needs of the citizens.
World Summit on the Information Society in Tunis During the World Summit on the Information Society in Tunis in December 2005, Abbes Mohsen, Mayor of Tunis and UCLG Vice-President, and Juan José Ibarretxe Markuartu, President of the Basque Country, met with the United Nations Secretary General to present the Bilbao Declaration of Cities and Local Authorities on the Information Society. The Declaration was also presented to governments in the plenary session on the final day of the Summit.
Second World Summit of Cities and Local Authorities on the Information Society Prior to the Tunis Summit, local governments’ representatives gathered in Bilbao for the Second World Summit of Cities and Local Authorities on the Information Society. The Bilbao Summit aimed to reduce the digital divide and to increase the recognition of the role of local authorities in the development of the information society. Over 2000 local government representatives participated and adopted the Bilbao Declaration and 10 principles. The Bilbao Summit follows the first summit of Cities and Local Authorities that took place in Lyon (France) in 2003.
