从我们的分析看，这次国际金融危机呈现出三个特点：第一，危机影响面大、涉及领域广；第二，危机的周期长、不是短暂的；第三，危机给中国经济带来了较大影响。哈尔滨由于处于中国内陆地区，经济外向依存度低，实体经济比重大，影响的晚，冲击的相对较小，但从去年第四季度开始已显现症状。
        （一）工业生产虽然稳步增长，但增幅开始回落。2008年，工业实现增加值比上年增长14.7%，增幅比前三年季度回落1.1个百分点,比上年回落2个百分点，打破了已连续保持了5年的16%以上的增速。
        （二）服务业总体保持发展态势，但个别行业出现低迷。突出表现在房地产业和证券业。2008年，房地产开发完成投资比上年增长15.1%，增幅同比回落3.6个百分点。今年一季度，我市房地产业景气指数为98.2，比上期下降28个百分点，同比下降48.4个百分点。2008年，证券市场累计实现交易额比上年下降54.5%。证券行业实现营业收入比上年下降41.7%。
        （三）外贸出口继续推动经济增长，但出口增速较大回落。2008年，出口仅增长11.0%，比上年下降7.5个百分点，比当年1—9月份回落10.3个百分点。工业产品出口交货值比上年回落32.1个百分点，回落幅度比当年9月份高22.8个百分点。
       （四）就业规模不断扩大，但是就业压力依然较大。这次国际金融危机使部分地区外向型、劳动密集型加工贸易企业遭遇困难，不少农民工从沿海返回家乡。2008年，我市受国际金融危机影响提前返乡的农民工，占返乡农民工总数的9.35%。另外，金融危机也导致了大学生就业率的下降。
        这次金融危机对全球经济产生了巨大影响。但是我们也感到，危机影响的过程，也是优胜劣汰的过程，也是产业结构调整和资源重新配置的过程，也是技术革命促进经济转型快速发展的过程，历次国际经济危机都是如此。在这场危机中，我市部分行业、企业变危机为机遇，积极应对，取得较好发展，给予了我们许多启示。
        一是高新技术产业实现强势增长。2008年，我市一批重视科技创新，拥有自主知识产权的高新技术产业和企业获得了较快发展，增强了抗风险能力。全市高新技术产值同比增长23%，科技进步对经济发展的贡献率达到48%。
        二是食品工业不降反升，保持了良好发展势头。近几年，我市食品工业未雨绸缪，注重深细精加工，积极调整产业结构和发展战略，2008年实现增长22.1%，高于全市平均增速7.4个百分点。
        三是旅游业发展独具特色。我市旅游业积极拓展低端旅游，大力发展冬季冰雪和夏季避暑休闲等特色旅游， 2008年，全年共接待国内、外旅游者3019.8万人次,增长19.9%.其中,国内旅游者2990.1万人次,增长20.0%;入境旅游者29.7万人次,增长10.0%。旅游业务总收入增长20.3%。
        三、扩大内需，调整结构，努力保持经济的平稳增长。
消费、投资和出口是推动经济增长的“三架马车”。中国是有13亿人口的大国，自身消费的潜力很大也亟待挖掘。为应对金融危机，中国政府去年作出了“保增长、扩内需、调结构”的战略部署，并推出了4万亿元经济刺激计划，其中1.18万亿元直接来源于中央政府投资，同时，中央政府在刺激消费方面也出台了一系列政策，从目前运行情况看，正在逐步显现出效果。
        为认真落实中央政府的各项刺激经济发展的计划，有效应对金融危机的影响，确保哈尔滨市经济的平稳增长，我市将今年国内生产总值增长目标确定为12.5%，并将采取以下主要措施：
        （一）调整产业结构，保持经济发展的战略优势。突出发挥哈尔滨作为中国东北北部中心城市特有的区位优势，大力推进产业结构调整和升级，全力将哈尔滨打造成中国黑龙江省的新型工业化的示范区、现代农业发展的先行区、高新技术产业发展的集中区和对外开放的前导区，促进要素资源向优势产业、高端产业和新兴工业集中，为全市乃至全省经济发展发挥强大引擎作用和辐射作用。
        （二）大幅增加投资，强力刺激经济的不断增长。今年，哈尔滨市政府制定了一系列优惠政策，重点向高新技术、民生、环保和服务外包等项目倾斜，同时，将2009年确定为“项目建设年”，启动实施了“六个一百”项目建设，力争使全市固定资产投资增长速度保持在30%以上，通过大项目牵动，有效遏制经济的下滑。
        （三）扩大消费需求，培育新的经济增长点。在推动经济增长的“三架马车”中，消费需求是最终需求，是经济增长的源动力。在外需持续减弱的情况下，扩大内需对于保持经济增长尤为重要。因此，我市把扩大内需作为经济发展的基本立足点，着力扩大消费需求特别是居民消费需求，提高消费对经济增长的贡献率。
       （四）继续做好吸引外资投资和外贸出口工作。充分发挥哈尔滨市的地缘优势和产业优势，充分利用“哈洽会、”“冰洽会”、“哈科会”等平台，积极拓展国际市场，着力转变外贸增长方式，优化进出口商品结构，大力发展贸易加工业和旅游服务业，努力把哈尔滨建成东北亚的物流中心和金融中心。
        女士们、先生们，以上是我们在应对金融危机方面的一些基本情况。在经济日趋全球化的今天，加强国际各城市间经济技术合作是非常必要的，特别是在全球面临经济危机的情况下，更需要我们携起手来，共同迎接挑战、战胜困难。我希望通过这次论坛，能为大家提供更多的合作机遇，实现共赢发展。

Honorable President,
Ladies and gentlemen,

     I feel very glad to have the opportunity to take part in the seminar, and discuss how to tackle the world wide financial crisis. I believe that this seminar will have active effect for us on seeking ways and measures to deal with the crisis, enlarging mutual exchanges and cooperation, and promoting respective economic development.

     My speech includes three parts.
     I. Brief Introduction to Harbin
    II.    Impact of to the international financial crisis on the economic development of Harbin
    III. Expand domestic demand, regulate structure, try to keep a steady increase of the economy.

I.       Brief Introduction to Harbin
       As the capital city of Heilongjiang Province, Harbin has outstanding advantages in location, resources, industries, science and technology and logistics. 
      Harbin covers an area of 53,100 square kilometers, among which 7,086 square kilometers is the city proper. The total population of Harbin is 9.874 million, among which the urban population is 4.755 million. Harbin has 8 districts, 10 counties under its jurisdiction.  GDP of the region has kept a growth rate of more than 13%.
As one of the most important industrial bases of China, Harbin has already established an industrial system, pillared on machinery, pharmacy and food, etc. The production of power plant equipment, Aluminium-Magnesium alloy, anti-biographic and dairy products are in a leading position in China.
      Harbin is also a renowned historical, cultural and tourism city in China. In the early period of the 20th century, Harbin has become a famous international commercial center of Far East region. Twenty consulates have been established in Harbin by 19 countries.
      As one of the Top Ten China Winter Tourism Destinations, Harbin has developed ice and snow tourism into one of the most important trade-marks, introduced to the world by China’s National Tourism Administration.
      The cool and pleasant climate in summer time makes Harbin an ideal summer resort and recreation center in northern area.
Harbin Summer Concert, the annual state-level event, has attracted lots of musicians and artistic talents at home and abroad. Thanks to its abundant winter and summer tourism resources, Harbin enjoys the fame of Ice City and Summer Resort of China.
Harbin is situated in the center of northeast Asian economic circle. China Harbin International Economic and Trade Fair,  started from1990, being held continuously for 19 years, has become an important bridge and a window for Harbin to do business, trade and economic and technical cooperation with countries all over the world, especially with Russian Federation and East European countries.
      At present, Harbin has set up economic and trade cooperation relationship with more than 100 countries and regions around the world. More than 3000 cumulative foreign business investment enterprises have settled in Harbin. Harbin has established sister city relationships with 27 cities of 23 countries. 
      Being rich in scientific, technological and educational resources, Harbin has 48 common universities and colleges, 200 different kinds of scientific research institutes, 30 municipal engineering technology research centers and 600 thousand university and college students.
       Harbin is also a base and cradle of breeding super athletes in ice and snow sports of China. In 1996, Harbin hosted Asian Winter Games successfully. In February 2009, Harbin succeeded in holding the 24th World Winter Universiad，in which Chinese team won 18 gold medals and ranks the first on the medal tally. Presently, Harbin is active in bidding for 2018 Winter Olympic Games.
       Now, in accordance with the spirit of Opening and Inclusive, Fashionable and Passionate, Honest and Dedicatory, Harmonious and Motivated, Harbin is speeding up the construction of a modern civilized city which is suitable for pioneering work, for living and for people’s development in an all-round way.
      II. Impact of to the international financial crisis on the economic development of Harbin
      The international financial crisis has three features. First, the influence range of the crisis is large and the involved fields are wide. Secondly, the cycle of the crisis is long and duration is not short. Thirdly, the crisis has brought about great effects to the economy of China. Due to its location in inland China, with a low economic foreign business dependence and a large percentage of real economy, Harbin was affected by the crisis later than other areas of China, and the impact is relatively little. Nevertheless, from Quarter 4th last year, the symptoms have appeared.
       First, though industrial production increased steadily, the growth rate declined. In Quarter 4th 2008, the industrial added value increased 14.7%, which fell 1.1% compared with the previous three quarters, and fell 2% compared with the year 2007. This broke the accelerating speed of 16% which has been kept for 5 years continuously.

       Secondly, service trade keeps developing, but some other industries such as real-estate sector and securities appear depressed. In 2008, total investment in real-estate cultivation rose 15.1% compared with 2007, and the growth rate declined 3.6% compared with the same time of last year. In Quarter 1st 2009, the real-estate industry index was 98.2, which decreased 28% compared with the last term, and decreased 48.4% compared with the same period of 2007. In 2008,  the cumulative amount of business in securities went down 54.5%, and the operating revenue of securities declined 41.7% compared with 2007.
       Thirdly, export trade proceeds to push economy growth, but the growth rate declined sharply. In Quarter 4th of 2008, export only rose 11.0%. The growth rate decreased 7.5% compared with 2007, and decreased 10.3% compared with the period from January to September. The value of export goods of industrial products fell 32.1%, the decreasing rate is 22.8% higher than that of September 2008.
       Fourthly, the employment scale has gradually enlarged, but it still under great pressure. The financial crisis has left some processing trade enterprises of some regions in China which is international-oriented and labor intensive in great trouble. A lot of migrant workers go back to their hometown from coastal regions. In 2008, the number of such kind of migrant workers who returned ahead of time amounts to 9.35 of the total number of the migrant workers of Harbin. In addition, the financial crisis also leads to the decline of employment rate of the university and college students.
       The financial crisis has affected global economy seriously. But we feel that the period of crisis is also a period of survival of the fittest, a period of industrial restructuring and optimization of resource distribution, and a period of speeding up economic transition promoted by technical revolution. All of the previous international economic crises are so. In this crisis, some industries and enterprises which changed crisis into opportunity, react actively and developed well give us the many edifications.
        First, high and new technical industry achieved powerful growth. In 2008, a lot of high and new technical industries and enterprises which have self-owned intellectual property rights have obtained rapid development and enhanced anti-risk ability. High and new technological value increased 23% compared with 2007. The contribution rate of scientific and technical progress to economic development reaches 48%.
        Secondly, instead of decreasing, the food industry increased and kept a good developing tendency. Food industry concentrates on deep precision work, actively regulate industrial structure and developing strategy. In 2008, the growth rate reached 22.1%, which is 7.4% higher than the average growth rate of the city.
        Thirdly, tourism industry development has unique features. Harbin cultivated low terminal tour, and promoted characteristic tours such as ice and snow tour in winter and cool and recreation tour in summer. The total number of tourists from home and abroad of 2008 reached 30.198million person-times, among which 29.901 million person-times were domestic tourists, at a growth rate of 20%, 297thousand person-times were foreign tourists, at a growth rate of 10.0%. Total income of tourism business increased 20.3%.

       III.Expand domestic demand, regulate structure, try to keep a steady increase of the economy.
       Consumption, investment and export are three elements of the troika of economic growth. As a country having a population of 1.3 billion, the potentiality of domestic consumption is huge yet needs exploiting. In order to tackle the financial crisis, Chinese government made the strategic principle of Keeping Increasing, Expanding Domestic Demand and Regulating Structure, and put forward an economic stimulating plan of 4 trillion RMB Yuan, among which 1.18 trillion RMB Yuan come from investment of the state government. Meanwhile, the central government also announced a series of policies in stimulating consumption. From the operating condition, effects can be seen gradually.
       In order to realize the economic stimulating plan of the central government and tackle the financial crisis efficiently and ensure the steady growth of the economy, Harbin has set the goal of GDP growth rate of this year at 12.5%. The following measures shall be carried out.
       First, regulate industrial structure, keep the strategic superiority of economic development. Exert the unique advantage of the location of Harbin as an central city in the northern area of Northeast China. Promote regulation and optimization of industrial structure. Build Harbin into a new industrialized demonstration region, a leading modern agriculture development region and a new and high tech industry group zone of Heilongjiang Province of China. Encourage resources to gather up in dominating industries, high-end industries and emerging industries to give play to the function like an engine in economic development.
       Secondly, substantially increase investment, powerfully stimulate continuous economic growth. This year, Harbin Municipal government has make a serious of preferential policies, focusing on high and new technology, people’s livelihood, environmental protection and service outsourcing. Meanwhile, the year 2009 has been defined the Project Constructing Year. An event of Six Hundred Projects constructing has been brought into practice. Harbin endeavors to keep the growth rate of capital assets investment at more than 30% and slow down economic slide through big-project-influence.
       Thirdly, enlarge consumption demand, cultivate new economic growth point. Consumption demand is the final demand of the troika of economic growth, which is the motive force of economic growth. In the condition of continuous decline of overseas market demand, it is more important to enlarge internal demand. Therefore, Harbin has made it a basic foothold to enlarge internal demand, put forth effort to magnify consumption demand, especially that of the citizens and improve the contribution rate of consumption to economic growth.
        Fourthly, Keep on attracting foreign investment and export trade. Exploit into play the advantages of Harbin in its location and industries. Make full use of such evens as Harbin Economic and Trade Fair, Investment Symposium of Harbin Ice and Snow Festival, and Harbin Science and Technology Achievement Exhibition and Expo. Actively develop international market. Focus on converting growth pattern of foreign trade. Optimize the structure of import and export goods. Develop processing trade industry and tourism service industry. Try to build Harbin into the logistics center and financial center of Northeast Asia.

       Ladies and gentleman,
       These are our measures to tackle the financial crisis. Under the circumstances of economic globalization today, it is extremely necessary to enhance economic technical cooperation of the cities around the world. It is also necessary for us to work hand in hand to meet challenges and overcome difficulties. I hope the seminar can provide us with more opportunities to cooperate and realize common-win and development.
